I have some experience from BC with restoration. The main problem was the damn mana regen and no hots. Downranking was a good way to conserve mana, every one that was some one knew that. Beyond the decursing, totem spaming(max 2m uptime)and the occasional use of purge and "oh crap" instant big heal macro it was prety much a one key press(spam chainheal) in PVE, I never did PVP as resto.
I haven't done one dungeon as resto since BC so I don't have any feedback regarding how the resto spec deals in heroics and raid dungeons at this current time.
I have been reading and watching some vids regarding the new resto shaman and it appears that mana regen isn't that big of a isue with the new talents, specs and raid buffs
I do not like resto, nor do I hate this spec, I just like the dps part more, I will however take the roll of a healer if I need too(Even healers want to dps some time and I can use a change in roll from time to time).I hope I'll make a decent healer so i can write something besides "OMG I DON'T WANT TO HEAL"
